What could be the problem with the meta description?

Google site description shows full page , not content desctiption

What's the problem?

The fact is that the snippet may not show the description, but the text from the site, provided that the search engine considers such a snippet the best answer to the user's request. In my example, there is no request, so description is shown, in your example, it shows sections of text in which words from the request occur.
If you want to increase the chances that the description will be shown - add to it the words from the search queries for which your site is found.
