What controller is needed to charge PowerBank 10400mAh?

Hello. The old PowerBank at 10400mAh died. More precisely died not completely, but only the controller. From him there was a block of cans connected in parallel 18650 (4 pieces). The controller was on an ec209c chip. There were 3 ports on one board at once (2 USB for 5V 1A/2A output and microUSB for charging). And also, 4 LEDs that showed the percentage of charge. After searching the Internet, I realized that you can’t buy such a controller anywhere (Actually, the question is, is it possible to implement the functionality of such a controller using the popular tp4056 and some kind of DC-DC converter so that the output is 5V? It’s just that they write on the forums that tp4056 charges the capacitance no more than 10000mAh (I remind you, I have 10400mAh) And how to make an indication of 4 LEDs, instead of the standard red / green?

And why not unhook the cans and stuff them into the case for a DIY power bank? These cases on Ali and eBay actually cost a penny. And the charge controller, along with the 5V stabilization circuit, is already there.
