In order to view all local computers, you need to either have a domain controller, then "net view \\domain_name" will help, or the computer browser should work correctly in a peer-to-peer network, which is usually not always the case.
It is also not always possible to view available uplinks. You can view a list of network interfaces and their current settings. But if DHCP does not distribute, for example, information about the default gateway, or DHCP is not configured, then no one will automatically tell you who should be the uplink.
