How to write Bat file to move file to folder if only part of folder and file name is known?

Faced such task.
The Out folder contains folders with files called something like this:
123-file Ivanov
434-file Sidorov
The contents of these folders must be moved to another folder that contains directories with similar names:
123-file_Ivanov
434-file

Siddd so that the script can, by part of the folder name, copy the contents to other folders that have part of the name identical to the original folders.
