What components to choose for a silent server?

I want to assemble a server on the win server OS, for use in conjunction with a TV, as well as for my Internet projects. Budget 30,000 rubles. Need a quiet server. The minimum requirements for RAM are 8GB, ssd, 4 cores at 2GHz. Who will advise what?

Из наиболее популярного приходит на ум только HP MicroServer. Ну или все что угодно в десктопном исполнении.
