What cms with a personal account and referral system would you recommend?

We need a website with news, static pages (+ admin panel for working with them), personal account and ref. system. Are there ready-made cms to solve this problem, or is it better to write your own?

why write your own, if you don’t have such extensive requirements and a bunch of ready-made CMSs can suit you? Consider also CMS DotPlant2 , it was generally written purely for online stores, but almost any project can be implemented on it and is also free, like wordpress, but it is much superior in functionality
