If you use CMS, you can't do without a server-side API (php, ...)
On the points:
- They are all almost equally easy to install
- There is documentation for any CMS
- Yes, almost all of them are more than 3 years old. Joomla, WP, Bitrix, OpenCart, ......
- Come on, what one person? github says there are 13 contributors and 70+ forks. Not much, but quite stable open source. Even if she gets abandoned, what's to stop her from working? Another thing is that storing data in files... Doesn't sound very good.
What you need is provided by any CMS. Take what you like. some WP

Easy to install on hosting, it's PHP without MySQL. On files or sqlite3.
Uploaded files via FTP and you are working.

What's the problem with using dviglo written by one person?
What about the years in production?
If you can get into the documentation in foreign languages, what problems can there be with the choice?

List of projects on Github
Maybe this will work:
1. https://mobirise.com/
2. https://bootstrapstudio.io/
IMHO: I would make a template on one of them and put it on the last joomla ...
