What cms to attach to files?

Hello. They gave me an assignment at work. I am not familiar with programming, but there is no one else to do it, they didn’t give out money for the task, but for a worthwhile result I can throw off a couple of my money if everything works out.
Given: 1 ml. html files, without markup (or with markup, the difference is not very big)
Task: To get a site similar to the output, preferably with urls like site.ru/1.html + any primitive design + navigation so that you can walk between these pages, the ability to add to this site is a news block that will change periodically. How can you add so many documents with minimal losses more or less simply using some kind of import. Well, so as not to go to bed in the presence of a hundred constantly working people with this base. Thank you.
