How to change drupal pagination?

I needed to change the pagination function in Drupal 6. I defined the mytheme_pager () function in the tepmplate.php file, but Drupal does not respond to it, displays everything the same way. What could be the reason?

In template.php I created the same function called mytheme_pager() and changed the classes
