Based on what CMS or framework can we make the simplest personal account for our clients?
The essence is as follows:
From the client side: by login and password, he opens his page where he sees text information, links to files, there is a form for sending a question.
From the admin side: there is a list of clients with their logins, the ability to edit the page for each of the clients. It is possible while simply in html.

This is not the first time I see a similar question and every time I wonder: why, in principle, such a question arises? If there is some kind of ready-made system, already written on something, then isn’t it easier to write a personal account on the same system?
