What CMS is suitable for such tasks?

Hello. Recommend a CMS for the following tasks:

1. blogging;
   
2. creating template promo pages with editing from the CMS admin panel;
   
3. placement of a closed personal account for users and opening access to various closed sections based on API requests to the mailing service;
   
4. sending emails from the CMS admin panel based on API requests to the mailing service.
   

From the desired: the convenience of the admin panel for a simple user, compatibility with BEM, the ability to implement the necessary functionality from the list above by hand, without using a ton of small plugins.
I used to choose WordPress, but recently I discovered OctoberCMS and MODX, now I began to doubt which would be more convenient and correct to do.

Since you ask this question: WordPress. You are not a backender, your path is one - plugins and nothing but plugins. If a backender appears in the project, it will resolve the issue on its own.
