What causes unstable behavior of the gateway.sandbox.push.apple.com push server?
I send pushes to various apple devices, there is a certificate, the address is:
apn://gateway.sandbox.push.apple.com:2195
But lately notifications sometimes reach, sometimes they don’t (while I didn’t change anything in my code).
Has anyone else encountered similar notification server behavior?

apple does not guarantee delivery of the push to the device, as stated in the documentation. If sent too often, for example, it can cut off a part. Well, look at the logs on apsd on the devices that are in them. maybe notifications arrive, but are filtered out by the demon itself, because the counter has not changed?
And why are you using not a combat service, but a sandbox service? Is it so intended? If not, then switch to combat
