What can I do to make the portable console see all the libraries?

The portable console is located in the D:\ section and it does not see the libraries that
are installed on C:\.
I tried to run the native console on the D:\ drive and it sees everything perfectly. Is it possible to do something to make portable
start seeing libraries?

for an abstract horse in a vacuum, the libraries should be in the same folder as the libraries, in especially serious cases, the folder in which the libraries are located is registered in the configs or registry
