What can cause the monitor to glow when the PC is turned off?

My ASUS PG278Q monitor glows (the backlight works, not white or gray) display when the PC is turned off. The glow can last for several minutes, or non-stop at all.
Disconnecting from the video card does not help, the display glows even without connecting to a PC. The power button on the monitor itself does not affect the behavior of the glow (it does nothing at all when lit), only disconnecting the power wire helps.
