What to do if the monitor dims itself?

If you set the brightness of the monitor to more than 30 points, then the monitor fades. It does not turn off, but as if it sets the brightness to the minimum, since you can still hardly see something on the monitor. When this happens, there are 2 options for events:
1. Starts blinking, i.e. goes out, then returns to normal brightness, and so on several times, as a result, it can either remain damped or not.
2. Faded and that's it, until you turn it off and on it will remain so.
From information on the Internet, I found that the reason may be in the LED overheating protection system, but I would like to hear your options.

Or it has auto-adjustment depending on the external brightness.
Or the monitor's PSU dies (suffers).
