What can be the problem with connecting a laptop to a TV via HDMI?

Z was an idiot, and plugged the TV into the hdmi slot directly all his life with the TV and laptop turned on.
And recently, after connecting - the laptop started to reboot every other time. I read that it was necessary to connect HDMI when the devices were turned off, otherwise, due to the potential difference, the connector on the video card could burn out.
If I turn it on with the devices turned on, everything works, although this reboot of the periodic laptop has become somewhat frightening, if you connect with the laptop and the TV set off via shdiamay, then nothing happens, the signal on the TV does not arrive.
And I probably burned something there, but why then does everything work if you connect with the laptop turned on?)
PS I checked it on another laptop, everything works if you connect with the devices turned off.

Actually HDMI is hot pluggable! In other words, it must be fully electrically prepared to ensure potential equalization. What actually happens purely mechanically, the ground of the plug is stuck first, in the form of a metal case. This is most likely a driver, software error or hardware problem. But burning something through hdmi most likely will not work.
