1. Are ground and power connected to the controller at all? This is not indicated on the diagram.
2. Is the pinout of the firmware connector correct? Not confused, say, MISO and MOSI? Check twice.
3. Is the programmer alive? Did you manage to flash anything through it before?
4. Try lowering the supply voltage to 4.5 V (3 batteries) and replace the controller.
From your "diagram" the pinout of the programming connector is absolutely incomprehensible and it is not at all clear whether you have connected VCC and GND at the controller. Because you drew only the AVCC output for the controller, and scored the bolt on the rest.
1pF on power - why? You don’t switch megahertz there, set it to 0.1 uF.
