What budget video cards can pull 4k 144Hz outside of gaming?

Good afternoon. They gave me a 4K 144Hz monitor, but I don't have a video card. I would like to know what video card will pull this monitor? Processor intel core i5 8600k. About the fact that the RTX series and so on, I understand that they will definitely pull, but I need a budget one. Thanks everyone!

Look at the version of the HDMI connector on the motherboard for a start, and the version of the cable. For 144 Hz, you may need HDMI 2.1.
