What browser to use to display the site on the screen in the lobby of the building?

Good afternoon, dear experts. I was asked to help with one question. In general, there is a building, there is a touch screen in the lobby. It is necessary to display the site on it and give people the opportunity to climb the site. It is necessary to make it so that it can not be turned off (close the browser). The question is which browser to use. Are there any ready made solutions? How can you even google it?

Is it possible to run the program so that it can not be closed later? It seems to me that it is necessary to write an interface for this, to separate the rights, who can close the browser and who can only view, well, this is so in theory...

Alternatively, you can write a desktop application with an embedded WebView.
The application itself can be set to prohibit closing, hide controls and other restrictions.
But it's not a panacea
