In my experience, even the fronts didn't do prototyping, let alone full-stack developers. Designers did this, it’s for them that Figma, Invisionapp, Ninjamock, Adobe XD are available
And yes, if the designer can submit the layout to Avocode, Zeplin, Adobe Extract, or publish specifications in Adobe XD https://helpx.adobe.com/xd/ help/share-embed-design... development cut in half
This probably means the ability to prototype an interface without detailed elaboration, such as in the picture.
