For three years I have been using the following 100% legal methods of receiving funds from abroad:
1. Receiving money directly from a client to an account in a bank in the Russian Federation. The bank will arrange an offer agreement, however, if the client insists, it will be necessary to conclude a bilateral agreement.
2. Receiving money from the exchange (formerly elance, now upwork) to Paypal of an individual and transferring to Paypal of an individual entrepreneur, then withdrawing through a bank account in the Russian Federation. You will need an agreement with the stock exchange - once and for all.
3. Receiving money directly from the client to Paypal IP or Paypal individual (if the client is a legal entity, he will not be able to transfer money to your Paypal IP). Further, the withdrawal of money to a bank account in the Russian Federation. This is the most popular (for me) method of receiving payments and in 100% of cases the client was satisfied with my offer agreement.
Even 3 ways turned out :)
All the best :)
PS If you were interested in receiving money from abroad without opening an IP account in a Russian bank, then there are no legal ways. When carrying out entrepreneurial activities, it is mandatory to open an IP.

only through aggregators, and not in the Russian Federation,
although formally both RBC Money and Assist support foreign ones, but, for example, only with 3D-Secure and not for high risk

If 3.5 percent and $2 withdrawal is no problem, then Payoneer is here to help. There you can issue invoices to customers by email.

No way. Tried a ton of services. They promise some, but in fact they do not carry out.

There are only 2 normal options
Accept money via Paypal and 2checkout
Then withdraw to payoneer
Then withdraw from payoner master card at any ATM
Or withdraw from Paypal and 2checkout to your account in the Russian Federation
But in this case you will have to pay taxes sooner or later
Good luck to you
