What are the ways to convert a document from XPS to PDF?

I'm scouring the internet looking for a solution. PHP does not have a library for working with XPS and PDF files at the same time. There are separately. There are different libraries for other programming languages. I tried to connect the DLL library for C # as a COM object, through such a thing as DynamicWrapperX, but none of the methods worked.
The only option is to use the same C # to make a console utility. But that's what I'll do if it doesn't work at all. By the way, there are console utilities for this, but they are all paid.
Any ideas for such a problem? If someone has already made such a console utility and who would not be sorry to share, then I will be extremely grateful.
