What are the ways of immigration to the EU countries for an IT manager?

Hello toaster!
I am 32 years old, I work as the head of a software company. My family (wife and ten-year-old child) began to think about emigration a few years ago. Every day the issue becomes more and more acute, but there is no clear plan yet. There are many reasons for immigration, I will not list them here.
About myself:
English - upper intermediate level, but without practice. Two higher educations: technical and economic. Seven years of experience with network technologies (from administrator to technical director). Not much practical experience. There are no certificates. It so happened that I quickly became a manager without having time to "work with my hands". Most likely, because of organizational skills and developed soft skills. This is where the networking experience ends.
I have been running a software company for the last 4 years. The staff is about 30 people. We do web development. From technologies: Python and PostgreSQL. We produce and support highly specialized industry solutions. The products are strongly focused on the Russian market and are of little interest on the international market. Taking the whole team away is not an option, because. it is not in the interests of the owners.
After researching the Internet, I realized the following:

  • There are options for immigration with the opening of a business. Until I pull, because experience is still not enough and financial investments + "pillow" are needed impressive with this option.
  • Managerial vacancies such as PM or Team Lead are in demand only with the language at the fuent level. Plus, you need experience in large projects and in general there are few such proposals.

Is it just the developer's way? As I already wrote, I have no practical experience in programming, but "on duty" I am familiar with the rules and development technologies. TTD, Scrum, Git and all the things that beginner developers lack surround me in recent years. I think that if I dive into coding, I will gain enough experience for passing the interview in 1 year.
This path confuses me, because. it will be a frank and protracted downgrade of oneself for the sake of moving. It is clear that there, after X years, it will be possible to restore positions, but this will not be soon.
Is this really the only option? Maybe I missed some paths or you can "pump" one of my skills and go to the manager branch.

Open an office there and develop something for Europeans, or just open an office and through it you get a residence permit in some Lithuania
