There is a site in Ukrainian and I thought to use the transliteration rules for the URL according to the laws of Ukraine .
But still, what standard do search engines use and what is the best way to transliterate URLs for SEO?

I think Doc 9303 is being used (page 92 - "Recommended Transliteration for Use by
States").
