What are the tools for routing traffic using Windows 2008 r2?

Due to the fact that you need the ability to access an external IP from within the network, and Windows does not know how to do this, I would like to build the following scheme.
2008r2 with two setevukha, on the one hand a local area network, on the other mikrotik.
On the Tmeter server.
I want the tmeter to drive traffic, limit it, shape it, count it, and NAT to build Mikrotik. Theoretically, the scheme worked when I combined two server network card into a bridge. But the ping to Mikrotik through this bridge periodically grew up to 3000 ms.
What is the best thing to do in this situation? I need the server software from the local area to be able to cling to ip-cameras via external IP, through NAT forwarding.
How to make a packet pass through a screw server from one network card to another and then be fed by Mikrotik?

Just make a bridge, in general your configuration is not recommended, and a huge number of problems
are possible You can also look towards a virtual switch on windows
But it's better to exclude windows from network processing
