How to prevent a computer from connecting to a local network on Mikrotik?

I'm putting things in order in the local network of the organization, there are several machines with static addresses that occupy the address space, but no one knows what kind of machines they are and where they are. At the disposal of Mikrotik with, in my opinion, OS version 4. How can I kick them off the local network in order to use their IP addresses?

Without smart switches, you can:
1. Block the Internet for them and wait for someone to complain :)
2. Depict arp spoofing and wait until someone will complain :) At the same time, take a look at what traffic goes to these machines
