What are the services for adapting design for CMS?

Once I saw a service on the Internet where by uploading HTML or just a design layout, at the output (after payment) you could get a layout for WordPress. Who worked with something similar, does it make sense to go there? Is there something similar for other engines?

If the service is something like "automatic" receiving markup - immediately close the tab. If they offer the services of people who will make a layout for you for a certain time, then on the whole it is normal. But you can order layout/stretching on CMS on any freelance exchange.

I don't see the point in these services.
Very rarely everything is "in the box" in a CMS and often you need to finish the functionality and make up together
