Platform / engine for collecting citizens' appeals?

I want to start a page to collect public appeals/complaints from citizens and control their decision. Something like this: 311.boston.gov . Surprisingly, I did not find anything ready and open source.

Examples that do not fit:

  • Project "Beautiful Petersburg". People remove the problem on the phone - the problem appears on the map. Convenient, but homemade, hosted by the author and will soon die - even the application from the playmarket has disappeared.
  • Another example is iGrajdanin, there is even sending reports to authorized services, but also half-alive.
  • The coolest example is "Our City" from Sobyanin, but only for Moscow, and the source code was clamped.


Does anyone know of any developments in this area?

Any ticket holder will do. For example, OTRS or osTicket . Each call is a new ticket. Tickets can be configured with reminders if they are not closed for some time (sla), priorities.

From what I saw "in a simple way" - this is to track appeals in the same google tables (for example, one party in our city does, as part of its citizen assistance project)
And accept them through Google forms or by mail.
Another option is to raise some kind of bug tracker (youtrack for example. It seems to be even free for non-profit organizations) and use it for requests :)
If anything, the process can be adjusted to match the way requests are processed.
If you need something beautiful, you will have to develop it yourself or order the development, as all municipalities usually do.
