What technologies and SDK are there to create a video communication program (roughly speaking, an analogue of Skype). It should work on iOS, Android and Windows Phone. Easy to connect and transmit voice/video.

As for ready-made SDKs, I'm not sure, but WebRTC technology exists both inside HTML (which can potentially be assembled into an application using Cordova / PhoneGap or something similar) and in the form of an appropriate library, which, with some effort, but can be built into your native project.
