What are the restrictions on posting messages with an application on Facebook?

The situation is this:
Let's say there is a site "somesite.com". You can enter the site using your FB account, after you give the necessary rights to the “somesiteapp” application. The application also asks the user for permission to post on his behalf to friends.
Further, when the user "Pupkin" logs into the site, this application will post notifications to X friends on the wall (only once each) that their friend "Pupkin" has signed up to "somesite.com".
Attention question:
1. How many friends can post a notification. 5? ten? 100? What limits ...
2. There can be many such Pupkins per day. Is there a general limit on the number of notifications that "somesiteapp" will make per day?
3. How does the FB relate to the above scheme. Is it legitimate or does he regard it as spam?
