Why can't I create a Business Facebook account?

Can you please tell me why an account is not being created in Business Facebook?
At the second step, I fill out the form, click "Submit" and nothing happens.
Tried several browsers.

Solution: Follow the link https://www.facebook.com/business/marketing/facebook , click on the "Create Ads" button.
