Please advise which computer to use for this?
Processor, size and type of RAM, video card, motherboard, power supply.
Will a 100 megabit channel from the provider be enough for these purposes? In principle, the quality of the stream from each camera can be reduced, but how will the computer cope with all this?

As correctly said above, depending on which program the video stream receives and processes. For example, I have 30 IP cameras, they constantly transmit 12 fps 1920x1080 (no sound). Processes them "Line IP" . As a server - a regular PC with i7-6700 and 16Gb of RAM (WinServer2012R2). RAM is consumed by the system + Line about 20%, but the percentage is sometimes busy up to 90-95% (usually 75-80%).
That is, in my case, it is the processor that is critical, everything else is enough with a margin.

We go to the technical characteristics of the cameras and read the speed of the video stream. Then multiply by 120, add 20% reserve.
IMHO, if you need maximum quality, it won't work.

My dudes installed video surveillance at one facility, a regular video reg is cheap + 16 analog cameras.
Actually, when viewing all 16 cameras (at full resolution, I won’t say how many, but not very high - not HD), 40 megabits of the channel go away (according to Mikrotik).

If 64 cameras at a time, on how many monitors? on one? why do they all need full hd, in squares the size of a matchbox
In general, most software can use second streams from cameras (usually 320 or 640 wide), due to which the load on both channels and hardware is greatly reduced

In addition, often such recorders have alarm inputs and outputs, which is convenient if there is an alarm, because when detected, the signal goes to the DVR and it automatically notifies you (using SMS / MMS) and security services. Also, there are audio inputs that record sound.
Another plus of DVRs, and not computers, is a huge functionality, such as motion detection, the ability to control the rotation of the camera. If the camera turns off, there is also an alert. This is unlikely to be allowed on a computer.
