Private gray network between your Droplets in the same region. Not charged for traffic.

Yes.
After X days (X depends on a bunch of factors, mostly the amount they've already been paid) they block and turn off all droplets, then delete them if they don't pay any more.

In their storage, it costs nothing. Yes, it turns out a full backup.
A cron backup costs money.
