Can't access the site?

Good day. I can not get to my site and server. I rent a server from digitalocean.

"The site cannot be accessed" error.
At first there was a suspicion that the IP fell under the distribution of the ILV, but an Indian friend said that his site did not open either.
What could be the reason, who can help?

If no one has helped yet, I'll try to suggest the following. search sequence.
do you have ssh access?
on the server is someone listening on that port?
Is ufw allowed to connect to this port?
Is iptables not blocking (or is it allowed to connect to this port)?
DO also has its own firewall. is it connected? if connected, does it have permissions to connect to this port?

Already encountered this problem twice on DigitalOcean, one site did not open with ERR_CONNECTION_REFUSED, another site with ERR_CONNECTION_TIMED_OUT. Both times the solution was to change the IP.
I suspect that the DO cluster in Amsterdam has many addresses that are banned in the Russian Federation (the conclusion is that in the second case, by an amazing coincidence, the developer's computer went online through a not very efficient provider, and the site with one IP was not opened anywhere except through this provider). Therefore, before rushing with tambourines in UFW, SSH, IPTABLES and HTACCESS, the easiest way to check this is by making a new droplet under a new IP based on a snapshot or backup. Thank God, there it is done in just a few clicks.
