What are the only CPC affiliate programs for Android?

My app is a chat game with a banner at the bottom. When a user clicks on a banner, that banner is disabled for a few days. It turns out that I have a low number of impressions and a high CTR. CPA and CPM do not perform well with such a system, CPC is needed. The main audience is Russia, but there are other countries as well.
I have previously used AdMob. Now this application is blocked there due to the fact that my Google Play account was blocked. We need a new advertising partner.
I would also like to use mediation. But MoPub is not allowed, because I can not provide a link to Google Play.
Please advise any advertising network (CPC) and mediation system other than MoPub.
