What are the new ratings in the Google Play Console?

I think a lot of developers have seen the new scores in their console. How are they calculated? Users give good ratings, the average rating does not change much, but the new one is gradually falling and this is very infuriating.

Based on what I saw in the docks, I realized that the score is recalculated after each release, and is actually shown in relation to the latest version, i.e. if earlier the application was shit and they put cola, but now it has become candy and they put fives, then there will be a good rating.
