What are the methods for selecting projects (startups)?

Good afternoon!
Dear Khabrovchani, I am interested in the topic of evaluating the team of an innovative project.
Are you interested in any developments in this area?
The assessment of the project team means:
a) the competence of the team members in the subject area of the project.
b) the ability of team members to work effectively together.
With a check of the competence of the team members implementing IT projects, it’s understandable, you can probably find tests in the network on the specialty. But point b, what should be the roles in the project team, how to determine whether each participant corresponds to his place (role) in the team, here I have difficulties, I was hoping to find (can you advise) something ready, a description of the roles in the team (which are what should be) and tests to determine whether a person fits the role.

Yes, I did. And even automated this process.
In a particular company, there are two experts who sort incoming proposals, rejecting them, approving them, or indicating the need for additional expert assessments. In the latter case, they turn to outsourcers for an opinion, of which there are actually many.
On the question posed, decisions can be made based on education, work experience, and professional tests (priorities are listed in reverse order). The specifics depend too much on the situation, which does not allow drawing more general conclusions.

Team:
1) Summary of each person.
2) Personal interview with an expert in the field of a team member with tricky questions.
Finance:
1) Financial cost plan (exact) and approximate income.
2) Tricky questions on the financial plan, for example, where is your marketing and how will they find out about you without it.
Idea
1) Description of the idea, indicating the target audience, the audience's problem to be solved and who will solve it (for example, youth aged 15-20, killing time, game developers).
2) Find the stated target audience among your surroundings and ask if they are interested in this idea.
3) Estimate the volume of the target audience by possible methods and thus estimate approximately the market of the idea.

on the second question - I recommend the Belbin test for determining team roles, a very working thing.
