Online networking: how to make acquaintances?

Hello!
I understand that the question is a bit strange, but still, how do you make acquaintances with other developers or just IT people? I used Google, but there are more general tips about all sorts of conferences, etc. and I live in a small town, and I'm interested in exactly how to do it online correctly ... how to write just "hello, how are you" xs ...
Thank you very much for your advice ... )

We must first of all be able to "listen" and adequately evaluate.
Then, offer something to improve or ask ADEQUATE questions.
And for this - you need to study a lot and comprehend yourself ...
Total:
You don't need to search, you need to be noticed ...

Alex_535 I recommend learning to understand and write in English. and go outside the RU zone. All the coolest and most adequate specialists outside the RU zone. All the newest and most interesting technologies are _detailed_and_clearly_ discussed outside the RU zone.
It's like books on IT - a book in Russian will be published 2-4 years after the appearance of the English original, and even then, the translator will probably turn out to be an indifferent mu *** who invents some of his own, sometimes idiotic, terms instead of the generally accepted ones ( and contained in the original). Yes, it will make it so that even when reading a book on a topic with which you are already very familiar, you will have little understanding of what is written there.
Get information from the source and avoid "broken phone".

IRC, Jabber-confs.
In general, there are no other options, if not to be already a skilled specialist from the top ones.
Well, yes - Russian communities are all dying right in front of almost everyone.

Professional dating - Linkedin, but there are more recruiters.
Friendships are mainly at work or by interests (sections, courses, study).
If there is not enough communication, then look for specialized groups in social networks - Twitter, Facebook, VKontakte, and chats, as already advised.
