There are restrictions specifically for the service located at nominatim.openstreetmap.org/ .
But the point is that you can deploy everything on your server and there will be no restrictions on your own server. Installation instructions are here . In addition, there was an article on Habré: here . The map of the whole world weighs about 700 GB.
