Is it possible to download the Google map "This map is not available offline"?

Some areas in Google maps cannot be downloaded to the device for offline use, the message "This map is not available offline" is displayed. Is there any way to get around these restrictions. For example, somehow download them on a computer, then convert to OSM and upload to a smartphone?
It's just that in the OSM itself, the desired areas do not have the required accuracy...
