What are the government licensing options for Windows and Office?

Welcome all.
The organization has about 100 computers.
Can I purchase licenses for Windows and Office in installments for several years? Because at once for
100 licenses, of course, the state institution will not be able to allocate money. What are the options?
Nothing is clear on the MS website, maybe someone has already dealt with licensing?

Isn't it forbidden for government agencies to buy goods from small-sized ones? But what about import substitution, etc.? Debian + OpenOffice in hand.
PS Small-soft people don't care who you are, everyone has the same loot. Therefore, the supplier has an installment plan.

Some integrators offer rental of servers and desktops with bundled software. Consider this option. You do not need to keep anything on the balance sheet. You don't have to count depreciation. You don't have to spend money on hardware upgrades.
