What are the current admin panels for sites now?

We received an order to redesign the site. One of the requirements is to be able to change the content. The old version of the site was written on the knee, without an engine. There is an idea to transfer it to the Wordpress platform.
I would like to hear options on how this can be done in general and what modern admin panels are now (so as not to transfer it to CMS).

If you transfer to WP, then solve the problem with the admin panel. Otherwise, you will have to write everything by hand. And if everything is written "on the knee", then transfer it to a normal platform.
