What are the CRM for the dispatch service?

Hello.
There is a dispatch service, but not a taxi. The bottom line is to receive calls from subscribers and send specialists to the call. At this point, records are kept in the old fashioned way in a paper journal. A call comes in, the dispatcher records the date of the caller, the specialist sent there.
I would like to see light CRM options with the ability to track calls and applications. Accessible to people of retirement age. OpenSource would be nice.
The options I found are somewhat redundant and are aimed more at B2B and call centers than at dispatching accounting.
