What are the commercial analogues of the windows terminal server for windows 7.8?

Good afternoon. What are the analogues of the terminal server for windows? Commercial products are also suitable.
The essence of the problem:
There is a "Server" on it, windows 7 is spinning.
Task: Make it a "Terminal Server" so that people can work at the same time, run software, etc. This can be done by changing the libraries, or by patching the system. But these are not licensed methods, but legal ones are needed.

I also heard about ubuntu, installed it, but it does not suit people.

Licensed clean - none. Under a license, only one user can work on the desktop version of Windows at a time. The exception is technical assistance, but on the same desktop.

As an option - rent a server from a hoster and rent the necessary licenses there ...
Well, or buy the licenses yourself)

None. Windows 7/8/10 etc. - a single-user desktop, on it - if by law - there is no and cannot be any terminal work. If the user is connected remotely, the local user is disconnected. Dot.
Within the framework of the law, your problem has no solution.
