if you directly utilize the channel completely, then this option: MikroTik RouterBoard RB1100AHx2

About VPN in government offices The topic is old, 2013, but I don’t think that anything has changed dramatically.
This is if you have a government office. If not - IPSec on Mikrotik with certificate authentication. RB1100AHx2 will do just fine.
