What are the best frameworks for creating and maintaining a blog?

Good evening, in other words, the question of the functionality of the site without cms is of interest. Let's say if I have an html template, can I use some framework or script to post the articles themselves, without using cms like wordpress?

On github for blogs, static site generators
are very popular, some of the most popular: middlemanapp.com jekyllrb.com
I like the first one, the second one was made by a github developer. It’s just possible to post on gihub pages for free as hosting with one push command . If you don’t know what git and version control systems are, you’ll just find out, a useful thing. PS The meaning of the generator is that you have an application running locally in a dynamic language with any constructions, and then you get static html files as an output. Pretty handy to make template and subtemplates
