Good day. We are developing an html5 mobile application. Required payment by credit card. Can someone suggest the most loyal acquiring for the Russian Federation. Ideally, with the creation of your own form / work through api and without 3d secure, if possible

I won’t tell you about the choice of the best acquiring bank (not my region :) ), but for 3D-s advice: you know that if the card supports 3D-s, and the payment went through without it, in case of forgery / illegal write-off from the card and so on. Is the responsibility on the side of the acquirer, and the acquirer shifts it to the merchant? :)
