What are the 2 way sms providers in Montenegro?

Looking for services to send and receive SMS in Montenegro.
Where I searched:
- I wrote emails to T-mobile, mtel, telenor - but so far there is no answer.
- Went through almost the entire list blog.mashape.com/post/56272188360/list-of-50-sms-apis
So far to no avail. Basically, no matter who I turn to, they can only send SMS, but they cannot rent a virtual number.

Why do you need a virtual number? Start yours ! The main thing is to choose a tariff in which SMS is cheap.

I have never rented / bought virtual numbers... It seems to me that this is all a rare scam or just pumping money. It's better to buy a SIM card than to have brains for yourself.
