How to set up Email or SMS mailing if there is an error in the logs?

Hello. There are JIRA and Confluence services and it happens (rarely, but still), they fall without "laying down". For example, "Out of Memory: Heap space". The Confluence process still remains running.
Is there a way to parse, for example, Catalina.out and send SMS/Email if the expression matches?
