What are some good international freelance exchanges?

I post a job on Upwork, and in the last year or two I see that there are few good candidates. It used to be more alive. Apparently, people migrated somewhere. Can you tell me where?

1) Your English is bad, they can't understand your task.
2) You don’t want to pay much, specialists have a lot of work and for good money.
Most likely:
It’s not the candidates that have become harder to find, it’s you who are used to paying pennies, and many newcomers have come to the exchange. Only they are ready for a penny ...

After reviewing the specific task, I can say that this is at least not a very interesting project for mobile developers. You can try to design the project differently and try to interest people more.

In general, when searching, I would weed you out by the level of the task, the average rate (despite the fact that 35 is filled with $ 60 by one person) and this is probably you.
If the invite was thrown, I would respond (when the customer himself throws it is much easier to enter the deal according to my conditions)

There can be many reasons, for example:
- When you get enough normal customers, you stop going to the exchanges at all.
- Dumping on any exchange sooner or later leads to the fact that it is not very comfortable for a single player with a good skill there.
